The Whisky Secondary Market and Allocation
As of late 2026: record bourbon inventories, a paused flagship distillery and falling auction values have cooled the chase for rare bottles.
In one sip
As of late 2026, the frenzy around hard-to-find whiskey has cooled. Kentucky holds a record stock of aging bourbon, a major Kentucky producer paused its main distillery for 2026, and auction values for top-end Scotch fell sharply in the four months to January 2025.
Where it started
The Kentucky Distillers' Association reported an all-time high of 16.1 million aging barrels of bourbon in the state, based on inventories as of 1 January 2025, plus a million barrels of other spirits for 17.1 million in all.1 Kentucky now has a record 127 licensed distilleries.1 The KDA noted that most of these barrels will not be ready to bottle until 2030 and beyond.1 In December 2025, Jim Beam said it would pause production at its main distillery in Clermont, Kentucky, from 1 January 2026, while bottling and warehousing continued.2
Where and how it's made
The barrel tax
The KDA says Kentucky is the only place in the world that taxes aging barrels of spirits; distillers paid $75 million in 2025, up 27 percent from 2024.1 A 20-year phase-out passed by the General Assembly in 2023 begins with a 4 percent reduction.1 The tax is based on the assessed value of aging barrels, which reached $10 billion in 2025.1 The KDA's president blamed slower sales on tariff uncertainty, competition for leisure dollars, rising taxes and generational shifts in drinking.1
How to taste it
The best test of hype is a blind pour. Put a sought-after bottle and a widely available one from the same distillery in matching glasses, add a few drops of water to each, and taste without labels. Note proof, sweetness and finish length. Pairings: dark chocolate, pecans, a hard aged cheese.
Styles and what the label means
- Allocated — released in limited quantities to chosen retailers; check the shelf before the auction site.
- Barrel inventory — whiskey aging in warehouses; Kentucky's is at a record.1
- Cask ownership — buying a cask, an unregulated market with storage and duty costs.4
- Bottled-in-Bond — a dependable everyday label. bottled-in-bond →
- Single barrel — one cask per bottling, often the "rare" tier. single-barrel →
